Low Carbon Transportation Investments Funding Plan Approved
The California Air Resources Board approved the Fiscal Year 2021-2022 Funding Plan for Clean Transportation Incentives at the Board Meeting on November 19, 2021. Explore the Plan to find out how California Climate Investments fund vehicle vouchers, transit, shared mobility and other projects to support the acceleration of zero-emission vehicles and related infrastructure, as well as workforce development and other equity projects.

Draft Heart and Lung Co-Benefit Assessment Methodology
California Climate Investments programs provide social, economic, and environmental co-benefits in addition to reducing greenhouse gas emissions. CARB appreciates your input on an update to a co-benefit assessment methodology that California Climate Investments will use to estimate Heart and Lung Health co-benefits of funded projects. This co-benefit aims to quantify health benefits provided by Climate Investments projects and economic benefits of avoided health incidents. Updates to the Heart and Lung Health Co-benefit Assessment Methodology will be available for public comment in the coming weeks.

Public comment Period for TCC Draft Guidelines Open Through Dec. 15
The California Strategic Growth Council (SGC) released the Draft Round 4 Transformative Climate Communities (TCC) Guidelines for public comment. The draft guidelines will inform SGC’s TCC Program, which funds the implementation of neighborhood-level projects that empower communities to create strategies for reducing greenhouse gas emissions and achieving community benefits. 

The public comment period for the draft TCC Round 4 Program Guidelines closes on December 15, 2021. Comments should be submitted via email to tcc@sgc.ca.gov

The Final TCC Round 4 Program Guidelines are scheduled for adoption by the SGC meeting on January 26, 2022, and applications are expected to open in mid-February. Learn More

Public Comment Period for AMMP Guidelines Open Through December 21
The California Department of Food and Agriculture (CDFA) released its draft request for grant applications for the Alternative Manure Manager Program (AMMP). AMMP provides financial assistance for implementing non-digester manure management practices that reduce greenhouse gas emissions. Supported projects include solid separation or conversion from flush-to-scrape, alternative manure treatment and storage, and transitioning to a pasture-based system.

Please note that the current application cycle is funded by General Fund dollars instead of Greenhouse Gas Reduction Funds. 

CDFA is seeking public comment on the draft guidelines. Comments must be submitted via email to cdfa.oefi_ammp_tech@cdfa.ca.gov by 5:00 p.m. PT on Tuesday, December 21, 2021.

Public Comment Period for DDRDP Guidelines Open Through December 21
The California Department of Food and Agriculture (CDFA) released its draft request for grant applications for the Dairy Digester Research & Development Program (DDRDP). DDRDP provides financial assistance for the installation of dairy digesters that result in reduced greenhouse gas emissions. 

Please note that the current application cycle is funded by General Fund dollars, instead of Greenhouse Gas Reduction Funds. 

CDFA is seeking public comment on the draft guidelines. Comments must be submitted via email to cdfa.oefi_ammp_tech@cdfa.ca.gov by 5:00 p.m. PT on Tuesday, December 21, 2021.

IDEAL ZEV Submission Deadline Extended Through Dec. 20
The submission deadline for the IDEAL ZEV Workforce Pilot has been extended to Monday, December 20, 2021, at 5 p.m. PT.

The California Energy Commission and CARB have announced $6,815,000 in available funds for the Inclusive, Diverse, Equitable, Accessible, and Local (IDEAL) Zero-Emission Vehicle (ZEV) Workforce Pilot. Funding is available for projects that provide workforce training and development in support of the production of ZEVs, ZEV infrastructure, and ZEV-related commercial technologies in California. Proposed projects should demonstrate community and employer engagement and a path toward ZEV jobs in the state, with a focus on priority communities.

TIRCP Accepting Projects and Holding Focused Applicant Meetings
The Transit and Intercity Rail Capital Program (TIRCP) is now accepting projects that will fund transformative capital improvements, modernize California’s transportation systems, and alleviate greenhouse gas emissions and roadway congestion. The California State Transportation Agency (CalSTA) has awarded $5.8 billion cumulatively to 73 projects over the past four TIRCP funding cycles. CalSTA will hold two additional sessions of informational meetings on December 9-15, 2021 and January 20-26, 2022.

The application deadline for TIRCP is March 3, 2022, and award announcements will be in June 2022.

SWEEP Accepting Applications Through Jan. 2022
The California Department of Food and Agriculture is accepting applications through January 18, 2022 for the State Water Efficiency and Enhancement Program (SWEEP). Projects that meet a minimum score will be funded on a first-come, first-served basis. 

SWEEP provides grants for the implementation of irrigation systems that reduce greenhouse gases and conserve water. Eligible system components include, but are not limited to, soil moisture monitoring, drip systems, low-pressure irrigation systems, pump retrofits, variable-frequency drives, and renewable energy systems.

HSP Accepting Applications Through Feb. 2022
Applications to the California Department of Food and Agriculture‘s (CDFA) Healthy Soils Incentives Program (HSP) are being accepted until 5 p.m. PT Friday, February 25, 2022, or until available funds are expended, whichever occurs first. The HSP Incentives Program provides financial assistance to support conservation management practices that will improve soil health, sequester carbon, and reduce greenhouse gas emissions. 

Please note that only a portion of the current application cycle is funded by Greenhouse Gas Reduction Funds. 

CDFA is hosting two informational workshops on December 16 and January 20 from 9 a.m.-11 a.m. PT. Registration can be found here.

Intertribal Indigenous Stewardship Project Awards Grants to Support Cultural Burning 
This fall, the Intertribal Indigenous Stewardship Project launched a grant program, “Rekindling Fire and Culture," to support Indigenous-led cultural burning and fire management practices. Grants were awarded to eight Tribes, Indigenous-led organizations, and traditional cultural practitioners to support capacity-building around fire management and fire-related outreach with Indigenous communities. Selected projects will enable prescribed and cultural burning in the service of maintaining natural resources for the enjoyment of all Californians. 

Funding for this project was provided by the Regional Forest and Fire Capacity Program through the California Department of Conservation.

Free Program Trains Crews in Forestry, Wildfire Prevention
Recent graduates of the Central Valley Forestry Corps training program were honored by the Fresno Regional Workforce Development Board in November. The Central Valley Forestry Corps is a free 20-week program that prepares individuals to become industry-certified specialists in forestry and wildfire prevention. The Central Valley Forestry Corps is now recruiting its next class, which will begin in February 2022. Upon successful completion, participants receive certification and job placement assistance. 

The program is supported in part by the California Climate Investments and is a partnership between Fresno Regional Workforce Development Board, Reedley College, Fresno EOC Local Conservation Corp, Cal Fire, and the Associated California Loggers.

Congratulations to Manhattan Beach!
Manhattan Beach Wins Environmental Award for “Climate Ready Manhattan Beach” Program 
The City of Manhattan Beach was recently awarded the 2021 Leadership and Innovation Award in Climate Adaptation for its Climate Ready Manhattan Beach program from the Institute for Local Government. “Climate Ready” is Manhattan Beach’s plan for climate resiliency, developed in light of looming sea level rise through a series of public workshops. 

Funding was provided in part by a Local Assistance Grant from the California Coastal Commission’s Local Coastal Program.

Tolowa Dee-Ni’ Receives CAL FIRE Funding to Prevent Wildfires Around Gasquet Link
The Tolowa Dee-ni’ Nation was recently awarded a Fire Prevention Grant through CAL FIRE and California Climate Investments for its Smith River Collaborative Gasquet Community Protection Project. This project will reduce fuel loading in the high fire risk areas of the Six Rivers National Forest and in the ancestral territory of the Tolowa Dee-ni’ Nation. All locations are identified as high-priority locations under the Del Norte Community Wildfire Protection Plan and CAL FIRE 2020 Unit Plan.

Final Phase Underway for Tidal Restoration Project Link
California Department of Fish and Wildlife’s Hill Slough Wildlife Area in Solano County received funding for the final phase of its 850-acre Hill Slough Tidal Restoration Project. This project will restore 603 acres of managed seasonal wetland and 46 acres of upland to tidal wetland. The tidal restoration will aid in the recovery of endangered plant and wildlife species to recover loss from lower water levels and flow during drought years. Additionally, this project will benefit visitors with a two-mile loop trail with interpretive signs and a public bench with views of the marsh.

The project is part of the California EcoRestore Initiative that includes funding from California water bonds, California Climate Investments, and foundation support.

Pilot Shuttles Seniors
This fall, the City of Chula Vista launched a Community Shuttle Program that provides all-electric on-demand door-to-door shuttle services catering to the needs of a local senior community. The program is supported by the Clean Mobility Options program that supports local efforts of reducing greenhouse emissions and meeting public transportation needs.
