Process and Resources for Administering California Climate Investments Programs

Once the legislature appropriates GGRF funds, administering agencies design and implement California Climate Investments programs in accordance with the Funding Guidelines and any program‑specific statutory requirements. This roadmap is a guide for administering agencies that illustrates how to apply the Funding Guidelines during program design, implementation, and reporting. The timeline varies depending on program design and implementation. This roadmap may not always be completed sequentially. Step 3: How to prepare or update an expenditure record for posting on the program website 

  • Purpose: Administering agencies will develop and post their expenditure record, which provides transparency about how GGRF funds will be used, ensures that their program meets statutory requirements, and furthers the purposes of AB 32 and related statutes. The expenditure record should be updated with every new appropriation.

    Questions to Consider:

    o   Does a new expenditure record need to be created or does the program already have an expenditure record in place that needs to be updated?

    o   If a new expenditure record needs to be created, does the program meet the criteria to use the alternative compliance expenditure record template?

    o   Has the program undergone any changes since posting the expenditure record that would warrant an update?

Activity Lead Notes
Read section II.D (p. 22) and III.A.1 (p. 25) of the Funding Guidelines. All
Hold a call to discuss Expenditure Record content, engage relevant CARB staff. CARB Identify and consider key events for potential applicants (e.g., harvesting seasons, tribal events, EPA grant timelines, etc.).
Determine timeframe for expenditure record posting in accordance with statutory requirements. Administering Agency Administering agency must post the final expenditure record on their website prior to expending funds.
Complete Expenditure Record template and share with CARB staff for review. CARB may only provide informal review and comments. Administering Agency The template assists agencies in developing their expenditure record and should be amended if it no longer reflects program design or statutory requirements.
Route Expenditure Record for administering agency review and posting. Administering Agency
Finalize and post Expenditure Record on program webpage. Submit a copy of the record and the public URL to CARB via the GGRF Program email. Administering Agency
Post link to Expenditure Record to CARB website. Ensure program is listed on the funded program page. CARB
