Process and Resources for Administering California Climate Investments Programs
Once the legislature appropriates GGRF funds, administering agencies design and implement California Climate Investments programs in accordance with the Funding Guidelines and any program‑specific statutory requirements. This roadmap illustrates how administering agencies use the Funding Guidelines through program design, implementation, and reporting. Step 7: Perform program and project evaluations, where possible

Purpose: Evaluating and monitoring programs and projects supports accountability and transparency by communicating successes or potential areas of improvement. In coordination with CARB, administering agencies should engage in in‑house and/or third‑party evaluation activities, that result in program and/or project evaluation reports.

o Does the administering agency have prior in-house evaluation experience? Are contract considerations needed for third-party evaluators?
o What quantitative and qualitative information is important to consider for the program and funded projects?
o What funding sources are available to support evaluations?
o What is the applicability and feasibility of different evaluation approaches, metrics, and timing?
