Step 7: Perform program and project evaluations, where possible

Administering agencies perform evaluations to assess program and project performance.

  • Purpose: Evaluating and monitoring programs and projects supports accountability and transparency by communicating successes or potential areas of improvement. In coordination with CARB, administering agencies should engage in in‑house and/or third‑party evaluation activities, that result in program and/or project evaluation reports.

    Questions to Consider:

    o   Does the administering agency have prior in-house evaluation experience? Are contract considerations needed for third-party evaluators?

    o   What quantitative and qualitative information is important to consider for the program and funded projects?

    o   What funding sources are available to support evaluations?

    o   What is the applicability and feasibility of different evaluation approaches, metrics, and timing?
