Process and Resources for Administering California Climate Investments Programs
Once the legislature appropriates GGRF funds, administering agencies design and implement California Climate Investments programs in accordance with the Funding Guidelines and any program‑specific statutory requirements. This roadmap illustrates how administering agencies use the Funding Guidelines through program design, implementation, and reporting. Step 6: Submit data on projects consistent with the reporting requirements

Purpose: CARB and administering agencies will develop the reporting structure and template. The reporting template will capture both program- and project-level reporting and will be used to demonstrate how the California Climate Investments portfolio is achieving or exceeding its statutory objectives. CARB provides a formatted reporting template that includes all required and optional reporting fields and that is specific to each project type and each stage of reporting. Administering agencies upload the completed template(s) within CARB’s California Climate Investments Reporting and Tracking System (CCIRTS).

Discussion Questions:
o Will program need one- or two-step reporting?
o How will the program define an implemented project?
o For funds going to households, will the benefits be quantified at the household level?
o Will the program report individual project locations, a polygon/line, or aggregated data at the census tract level? Can the agency provide a kmz or kml if a polygon or line is needed to show on the public California Climate Investments map?
o Does the project provide benefits to priority populations?
o Will the program have projects subject to jobs reporting?
o Will projects be implemented and reported on over several years?
o Will projects potentially receive GGRF funds from multiple California Climate Investments programs?
o Are there other funds (e.g., non-GGRF, earned interest) that may need to be captured for reporting purposes?

Purpose: Administering agencies submit information on both program- and project-level activities. Administering agencies are responsible for collecting information and submitting reports into CARB’s California Climate Investments Reporting and Tracking System (CCIRTS) during each annual reporting cycle on the activities that occurred within the previous 12-month period.
