Technical Review and Community Feedback for California Climate Investments Quantification Methodologies

CARB is responsible for developing quantification methodologies that estimate the greenhouse gas emissions reductions and other public health, economic, and environmental co-benefits from projects funded by California Climate Investments. Quantification methodologies are critical for reporting the benefits of California Climate Investments projects to the public and the legislature. CARB in partnership with scholars from the Institute for Social Transformation at the University of California, Santa Cruz (UCSC-IST), is working to improve the development and update process of quantification methodologies by incorporating a more robust technical peer review and community engagement process.

CARB and UCSC-IST are convening technical experts on Technical Review Teams who will review methods, model assumptions, required data inputs and outputs, and recommend improvements to strengthen the accuracy, transparency, and utility of the quantification methodologies. CARB and USCS-IST are also convening individuals with community leadership, advocacy, or lived experience on Community Insight Teams who will provide recommendations and community-grounded insight throughout the development process of the quantification methodologies. The group will play a key role by offering input on the equity, accessibility, usability, benefits, and potential environmental justice implications.

Over the course of this two-year project, Technical Review Teams and Community Insight Teams will provide recommendations for multiple California Climate Investments quantification methodologies to help ensure that the quantification methodologies reflect the best methods and latest science, as well as community realities and equity principles


Fall 2025 – Spring 2026: Affordable Housing and Sustainable Communities Program Quantification Methodology

Technical Review Teams and the Community Insight Team are supporting the update of two key portions of the quantification methodology for the California Strategic Growth Council Affordable Housing and Sustainable Communities (AHSC) Program. AHSC funds affordable housing and transportation projects close to jobs, schools, and other daily destinations to help California meet both its climate and equity goals. Specifically, the teams will provide guidance on methods that quantify the vehicle miles traveled reduction benefits of affordable housing developments and bike and pedestrian infrastructure.
