What does it fund?

The Statewide Mobile Monitoring Initiative (SMMI) is designed to complement AB 617 statewide air monitoring activities by engaging communities beyond those currently selected under the Community Air Protection Program. This program aims to visualize and provide hyperlocal air monitoring data to fill existing gaps and support additional actions to reduce emissions and exposure.

How does this program provide benefits to priority populations?

Aclima and their subcontractors are conducting mobile monitoring of criteria pollutants, greenhouse gases, and toxic air contaminants in the Community Air Protection Program’s (CAPP) Consistently Nominated AB 617 Communities (CNCs). At least 60% of monitoring will be conducted to benefit California Climate Investments priority populations.

A Project Expert Group (PEG) was formed to help guide engagement and decision-making throughout the project period. The PEG consists of 18 representatives from local air districts, community-based organizations, academia, and residents from overburdened communities. Ten of the members live and work in pollution-overburdened communities.

Aclima, in partnership with the PEG, co-developed a community engagement plan for the initiative.  Aclima then partnered with 40 community-based organizations across the state to develop community air monitoring plans (CAMPs). As of June 30, 2025, the Aclima fleet has officially started monitoring across the state.

An Air Quality Concerns Survey is available for community members to report their air quality concerns for consideration as a part of this and future efforts.

How do I access funds?

On June 14, 2024, CARB awarded a $26.88 million contract to Aclima, a California Public Benefit Corporation, that specializes in hyperlocal air quality mapping and analysis, through a competitive solicitation process called a Request for Proposals.

Funding Timeline

  • The project held a virtual public kick-off meeting on September 17, 2024 

  • A Project Expert Group (PEG) was formed in November 2024 to guide SMMI throughout the project period

  • The SMMI community engagement plan was released in January 2025

  • Community-based organizations who lead and facilitate community engagement in the 64 Consistently Nominated Communities, known as Engagement Leads, were subcontracted and trained by Aclima in accordance with the community engagement plan roadmap in February 2025

  • Community workshops for the community air monitoring plan development were held by Engagement Leads in March – June 2025

  • Aclima mobile air monitoring began in June 2025 and will continue in 64 communities for a nine-month period

  •  Project results will be presented in May 2026

  • Data visualizations and finalized data will be available upon completion of the contract in June 2026
