Planning and Capacity Building Grants

What does it fund?

Planning and Capacity Building grants support a variety of community-led planning and capacity-building projects that help increase transportation equity and advance a community’s vision. Projects can include:

  • Clean mobility planning

  • Community transportation needs assessments

  • Capacity building

  • Education and outreach

  • Workforce training

  •  Technical assistance

  •  Other efforts that support clean transportation goals

These activities help communities prepare to carry out projects they identify—projects that fill transportation gaps and improve access to clean, reliable, and affordable transportation options.

Who is eligible for funds?

  1. Local governments

  2. Community-based organizations

  3. Tribal governments

  4. Public schools serving primarily priority populations

These entities can lead or partner on applications, and are required to collaborate with government bodies and community groups. Project partners may also include public agencies, nonprofits, small businesses, consultants, or private companies.

How does this program provide benefits to priority populations?

Projects must benefit priority populations and emphasize community-led planning that reflects local needs, builds capacity, and lays the groundwork for equitable clean transportation options. This approach helps ensure future mobility solutions are designed with and for the communities they serve.

How do I access funds?

Apply through a statewide competitive Request for Applications (RFA) process.

Funding timeline

The draft RFA is available for public and Tribal comments through August 29, 2025. The final RFA is expected to open later in 2025. For updates, visit the program page.
