What does it fund?

The overall goal of the Senate Bill 1 Sea Level Rise Adaptation Planning Grant Program is to provide funding to develop sea level rise adaptation plans and projects to build resilience to sea level rise along the entire coast of California and San Francisco Bay.

The program has three tracks that fund different things:

  1. Track 1: Pre-planning, Data Collection, and Planning to prepare for sea level rise adaptation implementation projects

  2. Track 2: Implementation projects that protect coastlines against sea level rise

  3. Tribal Cultural Resources Funding Program: planning pathway that specifically serves California Native American Tribes*. It provides funding for Tribes to assess and plan for the impacts of sea level rise on their ancestral lands, cultural sites, lifeways, and resources in a manner that is beneficial to the tribe. Projects may focus on Tribally owned lands and waters, or places of cultural significance.

*Please note that Track 1 and 2 have different Tribal eligibility requirements than the Tribal Cultural Resources Funding Program. See below for details.

Who is eligible for funds?

Track 1 and Track 2:

  • Local governments

  • Regional governments

  • Federally recognized Tribal governments

  • Organizations or consultants who apply on a government’s behalf may be considered, however, explicit support and collaboration between the organization and government must be provided within the application (via Letter of Support)

Tribal Cultural Resources Funding Program:

  • Non-federally recognized Tribes operating through a non-profit

  • Federally recognized Tribes

How does this program provide benefits to priority populations?

To ensure adequate and equitable funding, a set-aside exists for adaptation plans and projects that benefit Tribes and environmental justice communities.

How do I access funds?

Track 1 and Track 2: Apply through a statewide competitive process.

Tribal Cultural Resources Funding Program: Apply through a statewide non-competitive process. Awards are granted on a first-come-first-serve basis.

Technical assistance is available for Track 1, Track 2, and the Tribal Cultural Resource Planning Program. The assistance supports eligible applicants in developing applications and proposals.

Funding timeline

While the Grant Program operates on a rolling, quarterly basis, and proposals can be submitted at any time, all projects must be brought to Ocean Protection Council (OPC) meetings for funding approval and award. Visit the OPC webpage to learn more.
