Factory-Built Housing Pilot Program

What does it fund?

This program awards competitive grants to fund region-scale activities for supporting the production and adoption of factory-built housing in California. The program is funded though the Affordable Housing and Sustainable Communities program, which lends the program an emphasis on factory-built housing strategies that can be used to realize State and local affordable housing goals. 

 

The program provides two types of grants, which fund different categories of projects:

 

Catalyst Grants: Provide up to $500,000 over a two-year period to launch early-stage initiatives and partnerships.

               

Catalyst projects may include: developing market analyses to understand economic opportunities and barriers for factory-built housing; hosting peer-learning exchanges or regional dialogues on factory-built housing; developing plans, frameworks, or roadmaps to inform future factory-built housing projects and policies.

 

Planning Grants: Provide up to $3 million over a three-year period to scale existing initiatives from planning toward implementation.

         

Planning projects may include: site identification for manufacturing facilities to build factory-built housing; developing regional financing or funding strategies to incentivize factory-built housing; implementing or advancing regional regulatory or permitting reforms to remove barriers to factory-built housing.

Who is eligible for funds?

Tribal entities, local governments, multijurisdictional entities, community-based organizations, nonprofits, community development financial institutions, private for-profit entities, California institutions of higher education, public authorities, public corporations, special districts, other quasi-governmental entities

How does this program provide benefits to priority populations?

This program is intended to benefit priority populations by funding activities that further factory-built housing as a building source for affordable housing.

How do I access funds?

Beginning in early 2026, the program will release a Notice of Funding Availability (NOFA) and application instructions. To be notified when the NOFA has been released, sign up for the program mailing list.
