What does it fund?

As a part of the Cleanup in Vulnerable Communities Initiative (CVCI), the Equitable Community Revitalization Grant (ECRG) core mission is to dismantle barriers, clearing the path for locally driven revitalization.

ECRG addresses environmental inequity by funding the assessment, investigation, and cleanup of contaminated sites. These community-led projects are managed by local grantees with DTSC providing technical oversight. By transforming blighted, polluted properties into vital assets – such as affordable housing, parks, or health facilities, and neighborhood-serving retail – ECRG directly enhances the quality of life for residents. By mitigating environmental challenges, the grant facilitates equitable land reuse and serves as a catalyst for advancing environmental justice within underserved communities.

When funded, ECRG offers several types of grants to support different stages of environmental assessment and cleanup:

  • Community-wide Assessment Grant – Fixed at $350,000

  • Site-specific Investigation Grant – Ranging from $150,000 to $7 million

  • Site-specific Cleanup Grant – Ranging from $300,000 to $10 million

Who is eligible for funds?

Nonprofit organizations, local governments and Tribal communities are eligible to apply.

How does this program provide benefits to priority populations?

ECRG is a catalyst for community transformation. By targeting historically vulnerable and disadvantaged communities, ECRG helps rectify long-standing environmental injustices. At least 90% of funds will be spent on projects in low-income and disadvantaged communities to reduce the number of neighboring contaminated sites that pose a substantial public health risk and prevent infill redevelopment of brownfield sites that may help rebuild impacted communities.
